The decision by the National Orientation Agency (NOA) to recognise Mustapha Muhammad, Chief Press Secretary to the Governor of Kano State, as its Nigerian of the Week is a powerful affirmation of the enduring values of honesty, accountability and integrity in public service.

Through its weekly online publication, the NOA highlights Nigerians whose actions reflect the virtues enshrined in the National Values Charter, including patriotism, discipline, transparency and selfless service. The initiative serves as an important platform for celebrating individuals whose conduct contributes positively to national development and inspires others to uphold ethical standards.

Mustapha Muhammad earned the recognition after returning an excess Hajj allowance payment of SR6,000, equivalent to about ₦2.4 million, which was mistakenly paid to him while carrying out official assignments in the Kingdom of Saudi Arabia. Upon discovering the error, he promptly refunded the entire amount, ensuring that the funds reached their rightful beneficiaries.

While the amount involved is significant, the true value of the story lies in the principles demonstrated by his action. In an era when public trust in institutions is often tested, acts of integrity such as this help reinforce confidence in governance and public administration. They remind citizens that honesty remains an indispensable pillar of responsible leadership.

The NOA’s recognition is particularly timely. Nigerians continue to demand greater accountability from public officials, and Muhammad’s conduct provides a practical example of ethical stewardship. His decision to return the funds was not compelled by public pressure or external scrutiny but by a personal commitment to doing what was right.

The significance of the honour is further enriched by Muhammad’s professional background. Before joining public service, he established himself as a respected journalist with ThisDay newspaper and international media organisations such as the BBC and Bloomberg. Throughout his career, he championed the principles of truth, transparency and accountability—values that continue to define his conduct today.

More importantly, the recognition sends a broader message that integrity should not be regarded as exceptional. Rather, it should be the standard by which public servants and citizens alike are judged. By celebrating individuals who embody these values, the NOA is helping to foster a culture where honesty and responsibility are appreciated and rewarded.

The Nigerian of the Week initiative has emerged as a valuable instrument for promoting positive role models whose actions might otherwise go unnoticed. Through such recognition, the agency reinforces the idea that nation-building is not solely achieved through grand projects and major accomplishments but also through everyday decisions that reflect fairness, accountability and respect for the public trust.

The honour bestowed on Mustapha Muhammad therefore transcends the simple act of returning an excess payment. It represents a celebration of character, an endorsement of ethical conduct and a reminder that integrity remains one of the most important virtues a citizen can possess.

By recognizing this exemplary act, the National Orientation Agency has once again demonstrated its commitment to promoting the values necessary for building a stronger, more responsible and more trustworthy Nigeria.
